陈长敏，1941年出生于中国西安。
服装设计副教授。
1960-1965 就学于中央工艺美术学院染织系。

从事过花布设计、书籍装帧设计，教授服装设计，主编服装设计教材。

从事过以下影视设计：《知音》、《霸王别姬》、《炮打双灯》、《风月》、《日光峡谷》、《大闹天宫》、《百年沉浮》、《新乱世佳人》和《德龄公主》。
2003 在今日美术馆主办的《今日艺术家群落系列之一平西府画家展》。

2004参加北京女美术家联谊会主办的《精彩历程》展览。
